Programme period: April 2020–March 2026
Evaluation period: March 2025–January 2026
About the evaluation
This final external evaluation assessed the effectiveness, impact, social value and sustainability of the Community-Led Innovation Partnership. CLIP supported communities in Guatemala, Indonesia, the Philippines and South Sudan to identify, develop and implement locally driven solutions to humanitarian challenges.
Key findings
The evaluation found strong evidence of CLIP’s effectiveness and emerging impact. The programme supported 94 innovations across 12 regions, engaging around 3,300 community innovators, with 74% of supported innovations progressing beyond initial piloting into growth or scaling. It strengthened community knowledge, skills, confidence and problem-solving capacity, while innovations contributed to improvements in areas including basic services, livelihoods, disaster preparedness and community resilience.
The evaluation also found that locally grounded approaches, sustained support and strong relationships with local institutions helped innovations grow and become more sustainable. Economic sustainability remained more challenging, and the report identified scope to strengthen advocacy and longer-term evidence of impact.
Recommendations
Future programmes should build sustainability into innovation support from the outset, strengthen regional and multi-actor partnerships, create greater roles for community innovators in programme governance and learning, and invest in longer-term evaluation, communications and advocacy for community-led humanitarian innovation.
