Widely promoted tools for the collection of disability data in humanitarian action focus on the identification of people with disability and not their needs. This means that additional questions are needed to understand needs and how activities and targeting can be appropriately adapted.

The Nossal Institute for Global Health in partnership with Arbeiter-Samariter Bund and Life Haven Centre for Independent Living have developed The Humanitarian Disability Needs Estimation Screening Tool (HD-NEST) as part of their data-driven inclusion grant. HD-NEST is a rapid screening tool designed to identify individuals with high support needs during the early stages of humanitarian response. This quick practice guide introduces the tool, it’s aims, development and the question set identified.
