Overview
We are commissioning a piece of work to review emerging practice, test potential approaches and develop guidance around the responsible use of AI in synthesising evidence, both for our internal use and fort he wider sector.
Existing academic work on AI in evidence synthesis has primarily focused on formal literature reviews and evidence synthesis for academic purposes. This consultancy will explore how AI can support the production of robust evidence synthesis products that are designed for humanitarian audiences, communicate evidence in accessible and actionable ways, and support practical decision-making in crisis settings. The consultancy will help us establish an evidence-informed approach to the responsible use of AI within humanitarian evidence synthesis and inform future implementation of the Humanitarian Evidence Synthesis service.
Objective
The overall aim of this consultancy is to support us in establishing a transparent and accountable approach to AI-enabled evidence synthesis within humanitarian contexts. The successful applicant will:
- Produce an inception note setting out the proposed methodology, workplan and assessment approach.
- Deliver an evidence-informed review and assessment of emerging approaches to AI-enabled evidence synthesis.
- Design and facilitate a workshop to discuss findings and recommendations.
- Produce practical guidance for Elrha, a public-facing learning resource, and recommendations for wider sector use and dissemination.

- 18 October 2026: Proposal submission deadline
- 23 October 2026: Communication on contract award (anticipated)
- 6 November 2026: Due diligence and contracting completed (anticipated)
- 9 November 2026: Start of services delivery (anticipated)
