Overview

Established in 2020, the Community-Led Innovation Partnership (CLIP) is a multi-country programme working in Guatemala, Indonesia, South Sudan, and the Philippines to strengthen humanitarian action through community-led innovation. By centering the expertise and leadership of people affected by crisis, the CLIP enables communities to design, test, and lead solutions to the challenges they face.

We are now entering an exciting new phase: transitioning CLIP from a time-bound programme into a sustainable, global movement. We are seeking an individual consultant, or team of consultants, to support the design of a future 'CLIP Network' - a dynamic, sustainable network that connects multidisciplinary partners, strengthens peer learning, and embeds community-led innovation as a recognised and credible approach to humanitarian action.

This consultancy will support the facilitation and co-design of a practical and sustainable model for the CLIP Network that meets community-led priorities and is adaptable across contexts. The work will include the following key activities:

  • Participatory co-design: Facilitate a process with CLIP partners and stakeholders to ensure the network model reflects community priorities, diverse perspectives, and local contexts.
  • Network model development: Explore and test potential models, covering purpose, governance, functions, and sustainability pathways.
  • Blueprint delivery: Produce a practical 'CLIP Network Design Blueprint' with actionable recommendations and an implementation roadmap.

Objective

The consultant(s) will develop a CLIP Network Design Blueprint, consisting of:

  • Vision, purpose, and overarching functions of the CLIP network.
  • Membership and governance structures, with distinct member types and roles.
  • Knowledge management structures which ensure accessibility, transparency and utility.
  • Membership engagement strategy, including personas / profiles of different prospective member groups, with unique interests, engagement approaches and responsibilities.  
  • Operational model and sustainability strategy, including funding and resourcing models.
  • Implementation roadmap and next steps.

Timeline

Deadline for proposals: 17 October

Interviews and selection of consultant: 20–27 October 2025

Project start: 3 November 2025

Final deliverables: 28 February 2026
