OVERVIEW

At Elrha, our Humanitarian Innovation Fund (HIF) was created to improve outcomes for people affected by humanitarian crises by identifying, nurturing and sharing more effective, scalable solutions.  

Following a 2023 independent impact evaluation of the HIF between 2019-2022, we’re now seeking to pause, reflect and learn. We aim to update and analyse our progress against the recommendations from the evaluation, and commitments made in the management response to the evaluation, as well as identify learning to support HIF programming.

This does not seek to be an evaluation but rather to serve as a moment to pause and reflect on progress made – or not – and learn from the work conducted over the past two years in response to the 2023 evaluation recommendations and managerial response.

Objective

We are looking for a consultant to lead this HIF Progress Report taking into account the HIF’s work from November 2022 to July 2025 and to help us:

  • To clearly identify actions and progress made in response to the 2023 evaluation recommendations and management response.  
  • To complete a summary analysis of the HIF’s progress as an innovation funder at a thematic and portfolio level.
  • To propose lessons learned from this reflection process.

Timeline

  • Project start: August 2025
  • Final deliverable: January 2026, with light-touch dissemination support through February 2026.
