Overview
Our Monitoring, Evaluation, Accountability and Learning (MEAL) team has been leading our Value for Money (VfM)for Humanitarian Innovation initiative. This initiative has sought to develop an approach to VfM that is appropriate to humanitarian contexts and responsive to the specific challenges of assessing ‘value' and ‘impact' for humanitarian innovation.
As part of this work, we are seeking proposals from consultants to provide a Case Study applying our VfM approach to a humanitarian innovation as a reflection process to refine and validate our methodology.
Objective
We are looking for a consultant to support the VfM initiative by developing a case study applying the draft methodology and rubrics to a ‘real world’ case study example, in coordination with one of our grantees. Through this process, we hope to gain insights to refine and validate our methodological approach to VfM, further identifying critical guidance needed to ensure it is readily usable and fit for purpose. To do so, the consultancy will have the following specific objectives:
- Testing: To test the Elrha VfM methodology through an advisory reflection process in collaboration with 1 grantee.
- Revising: To support methodological revisions based on the advisory reflection process.
- Validating: To apply the scoring rubrics to the selected innovation in conjunction with selected staff to refine and validate these.
Timeline
Project start: late September 2025
Final deliverable: mid-December 2025
