Overview

The climate crisis is already driving profound health impacts in humanitarian settings — from malnutrition linked to drought, to surges in vector-borne diseases, to heat stress and displacement triggered by extreme weather. Yet there is still very limited evidence on what works to protect health in these fragile contexts. This gap leaves governments, humanitarian actors, and crisis-affected communities without clear guidance on how to prepare for and respond to a slow-burning crisis that is increasingly punctuated by acute shocks. 

To address this, Elrha is scoping the development of national Humanitarian Health & Climate Collaboratives (HHCCs) in two countries, as part of preparations for a potential five-year programme. These collaboratives will act as convening platforms where humanitarian health actors, climate scientists, and crisis-affected populations can come together to co-create context-relevant evidence and solutions. The HHCCs are designed to bridge siloes between three communities that rarely engage systematically with each other: humanitarian health researchers and practitioners, climate scientists and practitioners, and the people most affected by crisis. By embedding these collaboratives nationally, Elrha aims to ensure that evidence is not only generated, but also positioned for uptake by decision-makers and rooted in local realities.  

To ensure this initiative is feasible, well-targeted, and impactful, Elrha seeks a consultant to provide expert analysis and options. The consultancy will guide internal decision-making on: 

  • Country prioritisation – identifying where HHCCs can be most relevant and add value.  This will include a rapid scoping of any similar initiatives to reduce risk of duplication.
  • Partner selection – mapping potential host institutions and convening organisations with legitimacy, capacity, and local networks. 
  • Operational and partnership models – exploring sustainable approaches for governance, participation, and integration with existing national and international structures. 

This consultancy will therefore play a critical role in laying the foundations for HHCCs to succeed as a transformative mechanism for evidence generation, policy influence, and ultimately, improved health outcomes in the face of the climate crisis. 

Objective

 By the end of the consultancy, Elrha will have: 

  • A clear, evidence-informed decision of which two countries Elrha should prioritise for establishing HHCCs. 
  • A mapping of credible potential host organisations and relevant initiatives in each country. 
  • A set of options for operational parameters and partnership models tailored to humanitarian climate-health needs. 

These outputs will enable Elrha and partners to move forward with confidence, laying the foundations for collaboratives that can deliver long-term impact and inform the design of a larger five-year programme.

Deadline for proposals: 23:59 GMT on Monday October 20, 2025.

Selection of consultant: 24–29 October 2025

Project start: 17 November 2025

Final deliverables: 6 February 2026
