Overview

Elrha and the International Rescue Committee (IRC) are establishing the Humanitarian What Works Centre (HWWC) to accelerate evidence-based, scalable solutions to high-impact humanitarian problems. As part of the scoping phase, we’re seeking proposals from Consultants to co-design and document HWWC’s governance model—including decision rights, roles and responsibilities, advisory structures and standard operating procedures.

Objective

We’re looking for a consultant to lead a focused co-design process and produce a practical governance pack for HWWC. The consultancy will have the following specific objectives:

  1. Options review: Synthesise governance models and good practice from comparable initiatives and tailor options for HWWC, highlighting trade-offs and decision points.
  2. Co-design workshop: Plan and facilitate an in-person, multi-day workshop with Elrha and IRC to agree the preferred approach and document decisions.
  3. Governance model development: Draft and finalise a coherent governance framework and SOPs (organogram, roles & responsibilities, decision-making protocols, meeting cadence, and advisory bodies’ Terms of Reference).

Timeline

  • Project start: Early October 2025
  • In-person workshop: October 2025 (London)
  • Draft governance pack: by 15 November 2025
  • Final deliverables: by 12 December 2025
