Overview

The 2021 WASH Gap Analysis collected data across 35 countries, through 154 focus group discussions (FGDs) with people affected by crises and 66 with in-country WASH practitioners, involving in total over 2,400 people. In addition to this, a survey was conducted with 246 global WASH practitioners and a review of 614 academic articles and grey literature publications was carried out.

As well as its increased breadth, the 2021 Gap Analysis is also considerably more influenced by the perceptions of people affected by crises. Its findings are informed by 1,738 people affected by crises, providing a strong evidence base for where the WASH sector might focus attention to increase its impact and address the problems that matter most to the people and communities we serve.

The 2021 Gap Analysis focused on identifying gaps rather than possible solutions. In advance of conducting FGDs for the 2021 Gap Analysis, facilitators were instructed that a gap could not be defined as the absence of a particular solution; they should focus on the gap only. This method has resulted in the identification of gaps that are at a higher level and less specific, or less easily ‘actionable’, than those in the 2013 Gap Analysis. While this approach therefore leaves us with broad problem areas, rather than discrete, defined opportunities for innovation and research, it also challenges us to understand the gaps and dynamics more fully before rushing to propose a solution.

We are looking for a team to develop a methodology to dig further into this rich data set to better understand and contextualise the gaps so we can identify the areas where innovation can make the most impact. The team will validate their approach by using it to explore one of the most frequently mentioned gaps across all regions, crisis types and respondent types.  The successful team will produce two outputs – a guide for implementing the methodology and a problem exploration report of the gap it has been used to explore.

Timeline 

The intended start date is 10 January 2022 and the final deliverable must be completed by 31 June 2022. Other interim deliverable dates outlined in the ToR will be confirmed in consultation with the selected consultant(s). 

Budget 

A budget of up to £36,500 is available, excluding applicable UK VAT but including any taxes that overseas suppliers may be liable for outside the UK. However, proposals with smaller budgets are welcome, and value for money will be evaluated. We have additional funding for the report production costs, so this does not need to be included in the consultants’ budget.

The budget submitted to us should be broken down by activity and with any allocations for individual team members shown clearly. This should include any travel costs and other expenses. Please indicate if you/your company is VAT registered and where.

Please note that payment is in arrears and linked to satisfactory completion of specific tasks (i.e. Interim deliverables) by the deadlines specified in the timeline.

How to Apply

Proposals should be in English, no more than 10 pages including any appendices, and should include:

  1. A covering letter, setting out interest in and suitability for this project against the candidate requirements
  2. A concise summary of team and demonstration of suitability and relevant experience as per the above, including CVs were appropriate
  3. Examples of relevant work conducted previously
  4. Your proposed approach, timeline and plan to achieve the required deliverables and overall aim
  5. Your proposed budget broken down by activity, including allocations for individual team members (and day rate if relevant) in £GBP. If UK VAT applies, please indicate this separately in your submission.

You may also wish to include (attached as links or appendices):

  • Examples of relevant work and materials produced.
  • References or testimonies from previous partners or clients.

We are looking for proposals to demonstrate a concise and clear communication style. Proposals can be submitted as Word documents or PDFs.
