Project partners: Improving learning and practice in the NGO shelter sector

CARE International UK

CARE International UK is a member of CARE International, one of the world’s largest aid agencies. Founded in 1948, CARE operates in over 70 countries affecting the lives of an estimated 65 million people annually. Each year CARE responds to disasters around the world, in many cases providing post-disaster shelter.
In 2007 CARE International UK was tasked by CARE International to take the global lead in providing shelter support within CARE.

Lizzie Babister (Senior Sector Specialist for Emergency Shelter and Reconstruction), CARE UK
Lizzie trained and worked as an architect while undertaking developmental and humanitarian missions, research and training in Africa, Asia, the Balkans and Latin America. Since 2007 Lizzie has been Senior Sector Specialist for Emergency Shelter and Reconstruction for CARE International. She has a global remit for programme quality, capacity building, policy, partnerships and fundraising. She also initiated the interagency UK Shelter Forum in 2006 with Oxfam GB. Lizzie has undertaken work for and with DFID, NRC, Oxfam GB , IFRC, RedR, Save the Children UK, Shelter Centre, UN Habitat, UNDP, UNHCR

CENDEP, Oxford Brookes University

Since 1991 CENDEP has offered a Masters degree in Development and Emergency Practice, which is known and respected for its practice base and strong culture of student and practitioner collaboration. Well over 500 students have attended the programme from all around the world, with many going on to hold wide-ranging positions in community based groups, NGOs, UN and donor bodies, governments and the military. In 2001 the degree was awarded the Queen's anniversary prize for Higher and further education.

Dr David Sanderson(Director of CENDEP), Oxford Brookes University
Having trained and worked in architecture, in 1991 David took the MSc in Development Practices at CENDEP. Since then he has worked on a wide range of poverty-related programmes in over 25 countries. Between 1992-94 David was a CENDEP Research Associate. From 1994-98 he worked as Project Manager for the Oxford Centre for Disaster Studies, involved in disaster risk reduction initiatives for government and non governmental agencies in Africa, Asia, Latin America and The Caribbean. Between 1998-2006 he worked for the non governmental organisation CARE International UK, firstly as Technical and Policy Adviser, and from 2002 as Regional Manager for Southern and West Africa, based in CARE's Regional Management Unit in South Africa. David's areas of experience are in risk reduction, urban poverty and applying livelihoods based approaches, for which he has written several published articles and papers.
Since 2006 David has been director of the Centre for Development and Emergency Practice, Oxford Brookes University.

Bill Flinn, CENDEP, Oxford Brookes University
Bill is an architect and builder with many years of experience working in development and humanitarian projects. He worked for ten years in Mexico and Central America. More recently he has worked in Indonesia, Pakistan, Bangladesh, Myanmar/Burma and Western Sahara as an independent shelter and water and sanitation consultant for a variety of agencies including DFID, Oxfam GB, Oxfam Novib, Oxfam Belgium and CARE UK
